We will discuss the connection between the Kolmogorov-type dissipation law (linking the energy dissipation rate with the characteristic velocity and length scale) and the formation of energy cascades in the physical scales of the 3D Navier-Stokes equations and explore the role of the driving force in setting up the restrictive scaling which leads to the above-mentioned dissipation law.
