Lie group actions on a manifold provide a concrete setting for studying the symmetry of both the group and the manifold acted upon. In this talk we go over the basics for studying such an action, particularly the decomposition of the manifold into different orbit types. We proceed to classify all compact surfaces that admit an effective circle action, i.e., those surfaces possessing a high degree of rotational symmetry.
