This talk addresses connections between regularity problem of
the 3D Navier-Stokes equations and Kolmogorov's empirical theory of
turbulence, specifically, the energy cascade phenomenon. I will
discuss alternative approaches that attempt to overcome theoretical
and technical challenges of treating cascades in PDE settings and
present recent rigorous results that establish sufficient conditions
for energy cascades in physical scales, which make a step towards
understanding turbulence through Navier-Stokes equations. I will
conclude by discussing applicability of the physical scales approach
to geophysical, engineering and biomedical problems as well as future
directions of this research.
